Jinan Ginseng: An In-Depth Analysis of History, Culture, and Present

I. The Value of Red Ginseng Forged in Jinan, a Blessed Highland

This report aims to conduct an in-depth analysis of the ginseng industry in Jinan-gun, Jeollabuk-do, designated as South Korea's only 'Red Ginseng Herbal Medicine Special Zone'.1 The analysis focuses on three key axes: historical origins, the cultural spectrum, and the current industrial landscape.

The unique identity of Jinan Ginseng stems from its distinct geographical 'Terroir,' geologically the only region in South Korea termed a 'Gowon' (highland).3 The special climate and soil conditions provided by this clean highland area, with an average altitude of 300 to 500 meters 2, are the core factors determining the quality of Jinan Ginseng. This serves as the fundamental premise throughout this report.

Based on this unique terroir, Jinan-gun has highly developed its 'red ginseng' processing industry (secondary industry) and established a robust branding system through R&D via the Jinan Red Ginseng Research Institute and the 'Governor's Quality Certification System'.6 It has also successfully built a 6th industry 7 linked with its key regional tourist resource, Maisan (Mountain). However, behind this success lies a coexisting, severe crisis: the rapid collapse of the production base for its raw material, ginseng (primary industry).9 Jinan-gun is currently at a critical industrial inflection point, attempting to break through this significant crisis with technological innovation in the form of the 'Jinan Gowon Smart Farm'.10


II. The History of Jinan Ginseng: From Legend to Industrial Foundation

This section traces the process of establishing the authenticity of Jinan Ginseng by distinguishing its origins into 'legend' and 'record,' and analyzes its organization into a modern 'industry.'

1. The Origin: The Legend of Chil-eun-ri and the First Baekje Ginseng Cultivation

The official origin of Jinan Ginseng begins with a legend from the late Goryeo Dynasty, stating that seven hermits (Do-in) settled in the 'Chil-eun-ri' (Valley of Seven Hermits) in Daebul-ri, Jucheon-myeon, Jinan-gun. They began to plant and cultivate ginseng seeds, which then spread to nearby villages.4 This area is historically known as the 'first cultivation site of Baekje ginseng' 4, a fact also mentioned in a research report by Professor Joo Young-seung of Woosuk University's College of Korean Medicine. Additionally, another legend tells of a hermit who, while practicing austerities at the foot of Unjangsan Mountain about 370 years ago, discovered a 'grass root' (chogeun) while gathering medicinal herbs and began cultivating it as ginseng.5

The historical narrative of Jinan Ginseng strategically employs this dual structure of 'verifiable records' and 'unverifiable legends.' Jinan-gun officially promotes the 'Goryeo-era Chil-eun-ri legend' and its status as the 'first cultivation site of Baekje ginseng,' emphasizing a long history spanning hundreds of years (370-400 years).4 This is a core branding strategy to imbue the product of ginseng with 'authenticity' and 'mystique,' thereby maximizing its cultural value.

However, at the same time, Kim Jeong-bae, head of the Jinan Red Ginseng Herbal Medicine Cluster, admitted in an interview that these stories are "close to legend." He crucially noted that official Joseon Dynasty records such as the Dongguk Yeoji Seungnam (Survey of the Geography of Korea) and the Jinan-gunji (Jinan County Record) do not mention Jinan ginseng.11 This suggests that during the Joseon era, Jinan was not a nationally renowned ginseng-producing region like Gaeseong or Punggi. Therefore, Jinan's historical narrative employs a calculated 'Dual-track Strategy': securing cultural depth through ancient 'legends' 4 while simultaneously securing practical authenticity through 'modern records' 13 and 'industrial organization' 11, which will be discussed later.

2. Ginseng in the Records: 19th-Century Farming Diaries and Cultivation Culture

The most concrete and verifiable records demonstrating ginseng cultivation in Jinan appear in the late 19th century. The farming diary Gwarok (Record of Lessons, 1896-1897), left by Yi Byeong-hang (1861-1946) who lived in Juyang-ri, Jucheon-myeon, Jinan-gun, confirms that ginseng cultivation, presumed to be for commercial purposes, was taking place even at that time.13 This record is a vital piece of empirical evidence that bridges the historical gap between the 'Chil-eun-ri legend' 4 and the 'modern cooperative'.11 It supports the fact that the Jinan region possessed ginseng cultivation techniques and culture from at least the mid-to-late 19th century.13

3. The Dawn of Modern Industry: The 1935 Yongdam Ginseng Cooperative

The small-scale ginseng cultivation in the Jinan area 11 was formally organized into an 'industry' with the establishment of the 'Jinan Yongdam Ginseng Cooperative' in 1935.11 The initial spread of cultivation was centered around Yongdam-myeon (Chil-eun-ri), which is geographically adjacent to Geumsan-gun, Chungcheongnam-do.11

A significant economic reason for this geographical background was the ease of using the 'Geumsan Ginseng Cooperative,' which was the largest ginseng market in the country at the time.11 In other words, during its early industrialization phase, Jinan ginseng served as a satellite production base for the Geumsan market.

The event that allowed Jinan to transition from a satellite of Geumsan to an independent ginseng hub for Jeollabuk-do was a political one: 'administrative district reorganization.' Farmers in the early Jinan (Yongdam) area were heavily reliant on the Geumsan cooperative.11 However, when Geumsan-gun, originally part of Jeollabuk-do, was incorporated into Chungcheongnam-do through an administrative boundary change 11, Jeollabuk-do faced the crisis of losing its core ginseng market and cooperative.

Consequently, Jeollabuk-do keenly felt the need to foster an alternative hub within its jurisdiction. It began strategically nurturing Jinan, which already had a cultivation base, as a 'key industry for Jeollabuk-do'.11 As a result, the 'Jeonbuk Ginseng Cooperative' was established in Jinan-eup 11, and Jinan was elevated from a simple production area to the 'ginseng industry hub' for both North and South Jeolla provinces.11 This demonstrates that the industrial growth of Jinan ginseng was not merely a product of market logic, but the result of a strategic policy that turned the administrative crisis of 'Geumsan's departure' into an opportunity for 'building an independent hub.'


III. The Source of Quality: The Geographical and Scientific Uniqueness of Jinan Ginseng

This section analyzes the scientific basis of the 'terroir' that determines the superior quality of Jinan ginseng and explores the role of the key R&D institution that substantiates these quality claims.

1. Highland Climate and Soil (Terroir)

The quality of Jinan ginseng originates from three specific geographical characteristics: topography, climate, and soil.

  • Topography (Altitude): Jinan is the only region in South Korea referred to as a 'Gowon' (highland).3 It is a mountainous cold highland basin with an average altitude of over 300 meters 4, and in some areas 400-500 meters.1

  • Climate (Temperature Range): This highland topography is characterized by a 'significant daily temperature range' 3, with a difference of 10 degrees or more between night and day.1

  • Soil (Sandy Loam): The soil is rich in sandy loam (sayangto), known as the most suitable soil for ginseng cultivation, and has high organic and inorganic matter content 3, providing optimal conditions for ginseng growth.

Jinan's unique highland climate (large daily temperature range) artificially extends the ginseng's growing period, acting as a critical mechanism that affects both the physical 'density' and chemical 'composition' of the ginseng. The large diurnal range 1 acts as a form of 'positive stress,' slowing down the ginseng's growth rate. Consequently, the growth period for Jinan ginseng is about 180 days, which is approximately 60 days (two months) longer than the 120-130 day average for ginseng from other countries.12

Jinan ginseng, thus given time to 'fully develop' 12 slowly and for a longer duration, undergoes two key changes. First, it experiences physical transformations, developing "firm flesh" 1 and "dense inner tissue".3 Second, the extended growth period provides more time for the ginseng to accumulate active ingredients like saponins 1, and the densified tissue preserves the ginseng's unique 'aroma' 1 for longer.

In conclusion, the core competitiveness of Jinan ginseng comes from this 'dense tissue.' This goes beyond mere texture, translating directly into an economic advantage: a low shrinkage rate during processing (steaming, drying) into red ginseng, resulting in a 'high yield'.5 Therefore, it can be analyzed that Jinan possesses the optimal terroir not just for fresh ginseng (susam) itself, but for red ginseng (hongsam) processing.

2. Saponin (Ginsenoside) Content Analysis: Promotion vs. Reality

Jinan-gun promotes its ginseng as having a significantly higher saponin (ginsenoside) content compared to other regions 1, particularly claiming high levels of key active ingredients like Rb1, Rg1, Rg3, and Rf.5

However, according to a 2004 study comparing fresh ginseng (susam) from six regions in Korea (Jinan, Geumsan, Ganghwa, Punggi, Eumseong, and Hongcheon) 17, while 4-year-old fresh ginseng tended to have higher content than 5- or 6-year-old ginseng 18, the study concluded that there was "no statistically significant difference" in total saponin content among the regions.17

This 2004 study result does not refute the value of Jinan ginseng; rather, it clarifies where Jinan's true competitiveness lies. Jinan's strength is not in the 'total saponin content' of its fresh ginseng (raw material), but in the excellence manifested in the process of being manufactured into red ginseng (processed product), thanks to its 'dense flesh'.3

Red ginseng (hongsam) undergoes a processing procedure of 'steaming, drying, and aging'.3 It is precisely during this processing that new physiologically active ingredients like Rg3, which are absent or present in trace amounts in fresh ginseng, are created or their content increases.3 The 'dense and firm flesh' 3 of Jinan ginseng is highly resistant to this high-temperature, high-pressure steaming process, making it the optimal raw material that minimizes the loss of active ingredients and ensures a high processing yield.5 The 2004 study 18 scientifically supports the idea that Jinan's competitiveness lies in the processed product, not the raw material, and suggests that Jinan's designation as a 'Red Ginseng Special Zone' 1 (rather than a 'Ginseng Special Zone') was an inevitable outcome based on this processing suitability.

3. The R&D Heart: Jinan Red Ginseng Research Institute

Established in 2008 as part of the Red Ginseng Herbal Medicine Cluster project 11, the Jinan Red Ginseng Research Institute is the core R&D hub that provides the scientific foundation for Jinan red ginseng and enhances its quality.6

Major R&D achievements include the development of functional materials and new products using local resources, such as 'Red War Containing Red Ginseng' 19, and expanding the known physiological benefits beyond immunity and fatigue improvement to include anti-inflammatory, cognitive improvement, and alcoholic fatty liver improvement effects.6 Notably, the institute has led the advancement of analytical technology by developing and patenting a High-Performance Liquid Chromatography (HPLC) analysis method. This method overcomes the limitations of the existing 9-component analysis (difficulty in separating components) and can quickly and accurately analyze 15 or more types of ginsenosides simultaneously.21

The most crucial role of the Jinan Red Ginseng Research Institute extends beyond simple R&D; it functions as the 'scientific gatekeeper' that guarantees the credibility of the 'Jinan Red Ginseng Governor's Quality Certification System.' Jinan-gun operates a powerful branding system called the 'Governor's Quality Certification System' 2, and the reliability of this certification depends entirely on scientific verification. As a 'food and drug testing and inspection institution' certified by the Ministry of Food and Drug Safety 6, the Red Ginseng Research Institute exclusively performs the scientific verification for this certification.

The institute conducts (A) active ingredient analysis (saponin content, etc.) and (B) safety inspection (residual pesticide detection, etc.) for all certification-seeking products within the county.6 Furthermore, it ensures the certification's reliability by performing 'post-management' 6, which involves collecting and inspecting products already circulating in the market even after certification is granted.

In this way, Jinan-gun has built a powerful synergistic system combining 'certification' (administration) and the 'research institute' (science). The institute scientifically standardizes the quality of Jinan red ginseng 6, and the administration commercializes this with the 'Governor's Certification' mark, completing a dual mechanism to secure consumer trust.


IV. The Cultural Spectrum of Jinan Ginseng

This section analyzes how Jinan ginseng functions not just as an agricultural product but as a cultural asset for the local community and a focal point for the 6th industry.

1. The Community Hub: Jinan Red Ginseng Festival

The 'Jinan Red Ginseng Festival,' held every autumn near the northern part of Maisan (Mountain) 23, is the flagship cultural and economic event of Jinan-gun.24 The festival features performances by famous celebrities like K.Will and H1-KEY 23, as well as a variety of programs allowing visitors to experience ginseng and red ginseng with all five senses. These include a red ginseng foot bath, a premium red ginseng liquor fountain, a ginseng steaming experience, red ginseng slice tasting, and discounted sales of red ginseng products.25

The economic ripple effect of this festival is substantial. The 2017 festival (held over 4 days) attracted 250,000 visitors and was estimated to have an economic impact of about 10 billion KRW.25 The 2023 festival, shortened to 3 days after the COVID-19 pandemic, recorded 100,000 visitors and an economic effect of 5.8 billion KRW.27 Notably, in 2024 (reported in 2025), direct economic performance was outstanding, with food booth sales increasing by 58% and sales of agricultural specialties, including red ginseng, increasing by 45% compared to the previous year.29

This shows that the Jinan Red Ginseng Festival is undergoing a strategic evolution, moving beyond simply attracting visitors (2017 26) to becoming an 'industry-type festival.' The 2023 evaluation cited "increased connectivity with existing facilities" such as the nearby Sanyacho (Wild-Simulated Ginseng) Town and the Scissors Museum as a success factor.28 The 2024 (reported in 2025) results clearly analyzed that organically linking "experiential programs" and "sales booth operations" to increase "tourist satisfaction" led to the direct economic outcome of a 45% increase in agricultural specialty sales.29 In essence, the festival's Key Performance Indicator (KPI) is shifting from 'total visitor count' to 'Average Revenue Per User (ARPU) of participatory tourists' and 'increasing local farm income.' This signifies a strategic maturation that aligns more closely with the essence of the 6th industry.

2. Ginseng in Daily Life: Local Cuisine, Folklore, and Folk Remedies

In Jinan, ginseng is deeply woven into the everyday food culture and oral traditions. Jinan-gun has selected ginseng, along with black pork, deodeok (codonopsis lanceolata), and shiitake mushrooms, as its four representative food ingredients.30

  • Local Cuisine: The representative dish is 'Ginseng Tteokgalbi' (grilled short-rib patties), which won the grand prize at a local food contest. This signature dish combines minced pork ribs and ginseng.31 Other dishes include ginseng grilled with seasoning (insam yangnyeom-gui), cooked slowly over a low fire, and ginseng sanjeok (skewers) served on holiday tables.32

  • Specialty Restaurants: The restaurant district around Maisan features menus that combine these local specialties. 'Maisan Jayeon Bapsang' combines grilled deodeok with red ginseng dishes 33, while restaurants like 'Green Won' offer red ginseng-related items alongside chicken shabu-shabu or Jinan Gowon black pork.34

  • Folklore and Folk Remedies: Ginseng has long been recognized as a 'panacea' (Panax).36 A rich oral tradition related to healing 37 has been passed down, including a folktale about three red berries that cured a mother's illness.36

3. Traditional Knowledge and Intangible Heritage: The 'Myeongin' (Master) Succession

Jinan-gun is striving to elevate ginseng cultivation techniques from mere agriculture to the realm of 'traditional knowledge' and 'intangible heritage,' such as by holding academic conferences on the "Discovery of the Intangible Heritage Value of Jinan Ginseng Cultivation Culture".13

At the pinnacle of these efforts is South Korea's 'Myeongin' (Master) system. Jinan has branded its ginseng cultivation and processing techniques as the 'domain of artisans.'

  • The late Master Song Hwa-soo (Scientification of Tradition): South Korea's No. 1 Red Ginseng Master.11 He inherited traditional red ginseng manufacturing methods based on the Donguibogam (Principles and Practice of Eastern Medicine) and Bencao Gangmu (Compendium of Materia Medica). He went a step further by developing and patenting a 'low-temperature steaming method' that minimizes saponin loss, and disseminated this technique to local farmers.11

  • Master Son Hyo-yeon (Modern Innovation): Recognized in 2025 as a Korean Master Farmer (specialty crop field).13 A second-generation innovator, he has dedicated over 20 years to ginseng cultivation and registered multiple patents.13

Jinan's 'Myeongin' system demonstrates that it is 'dynamically' inheriting tradition not by 'preserving' past techniques, but through 'innovation' that solves current challenges. If the first generation, the late Master Song Hwa-soo, achieved the 'modernization of tradition' 11, the second generation, Master Son Hyo-yeon, "grafts modern farming methods onto traditional cultivation techniques".14

Master Son's key achievement is presenting technological solutions to the current crises of 'climate change' and the 'rural labor shortage'.14 A prime example is his patent for a technology that 'suppresses high-temperature damage during rain-shelter cultivation of ginseng'.13 Through the 'Myeongin' brand, Jinan symbolically showcases that it possesses the 'technological leadership' to adapt to future challenges, encompassing both 'tradition' (Song Hwa-soo) and 'innovation' (Son Hyo-yeon).


V. The Current Industrial Landscape: South Korea's Only Red Ginseng Special Zone

This section analyzes Jinan's unparalleled industrial infrastructure and sophisticated branding strategy, established since its designation as the 'Red Ginseng Herbal Medicine Special Zone' in 2005.

1. The Red Ginseng Special Zone and Cluster: Industrial Agglomeration

In 2005, Jinan-gun was designated the nation's first and only 'Red Ginseng Herbal Medicine Special Zone'.1 This led to its selection for the 'Red Ginseng Herbal Medicine Industry Cluster' project in 2008 1, securing immense government support and policy momentum for strengthening industry linkages, agglomeration 11, and creating high-value-added products.7

With this support, Jinan-gun completed key infrastructure in rapid succession, including the Jinan Red Ginseng Research Institute, an excellent medicinal herb distribution support facility, a red ginseng herbal medicine agricultural-industrial complex, the Jinan Red Ginseng Spa, and Sanyacho Town.7 Based on this concentrated infrastructure, Jinan-gun has solidified its position as one of South Korea's largest ginseng and red ginseng industry centers, accounting for over 15% 11 (or 8.7% 12) of the national ginseng production, and notably, 35% of the national red ginseng production.12

2. A Dual Trust Mechanism: The Governor's Quality Certification System and Geographical Indication

Jinan-gun strategically operates two certification systems to secure consumer trust.

  1. Geographical Indication (GI): 'Jinan Red Ginseng' (2010) and 'Jinan Ginseng' (2016) were registered as Geographical Indication collective trademarks.40 This is a primary trust mechanism guaranteeing that the product was "produced in the Jinan region" and serves as a 'defensive' certification to legally protect the regional brand.41

  2. Governor's Quality Certification System (Premium Certification): Introduced in 2012 3, this is an 'offensive' certification. It grants a separate 'Governor's Quality Certification' mark only to those products that, even among GI-certified items, have passed the stricter quality standards set by Jinan-gun.2

The certification process requires passing both the thorough scientific verification by the Jinan Red Ginseng Research Institute (active ingredient content, residual pesticides, etc.) and a strict review by a committee.3 This certification applies to 11 types of red ginseng processed goods, including concentrates, extracts, slices, and jellies.40

This dual certification system is not redundant; it is a sophisticated strategy to 'tier' the brand into 'Base' and 'Premium' levels. While the Geographical Indication (GI) guarantees 'Origin,' the Governor's Quality Certification System guarantees 'Quality.' As analyzed in 40, the 'Jinan Red Ginseng' trademark now signifies more than just a geographical location; it has acquired the added meaning of a "premium product with quality certified by the governor." 40

This dual system effectively segments the market. Consumers can choose a 'Jinan-origin' (GI) product, or they can opt to pay more for a 'top-quality product guaranteed by the governor' (GI + Governor's Certification). This is a core strategy that maximizes brand credibility while simultaneously expanding the product's price spectrum (inducing a higher Average Selling Price - ASP) to enhance the profitability of local processing companies.

3. The Hub of the 6th Industry: Tourism Infrastructure Linked with Maisan

Jinan-gun has established a sophisticated 6th industry model that creates synergy by organically linking the industrial infrastructure built through the 'Red Ginseng Special Zone' with its key tourism resource, 'Maisan' (Mountain).

  • (A) Jinan Red Ginseng Spa (Experience): This is the only red ginseng herbal medicine spa in Korea, designed based on the principles of 'Yangsaeng' (health preservation) from the Donguibogam.8 It offers 10 wellness programs 8 using Jinan's specialty, red ginseng, including 'Bubble Sense Therapy' (red ginseng foam massage), aromatherapy, and herbal therapy. The spa is located near Maisan 8, and its 'Sky Garden' outdoor hot spring, in particular, offers a direct view of Maisan's stunning scenery.8

  • (B) Red Ginseng Herbal Medicine Center (Distribution and Commerce): Completed in 2005, this two-story building with a total floor area of 4,249㎡ 42 serves as the 'distribution hub' for the 6th industry. The first-floor sales hall features 26 businesses selling fresh ginseng and various red ginseng processed products produced in Jinan.42 The second floor is used for multiple purposes, including a wedding hall, a multi-purpose convention hall, local food restaurants, and a traditional pharmacy.42

Jinan-gun has meticulously designed a 'tourism-consumption linkage' that connects (1) Maisan, (2) the Red Ginseng Spa, and (3) the Red Ginseng Herbal Medicine Center, creating an efficient mechanism to convert tourist traffic into actual consumption.

Reconstructing the visitor's journey along this path:

  1. Attraction (Pull): The overwhelming tourism asset of 'Maisan' 8 draws visitors from all over the country.

  2. Experience and Stay (Experience): Tourists, weary from climbing Maisan 8, are naturally guided to the nearby 'Red Ginseng Spa'.8 Here, they internalize the brand message 'Jinan = Red Ginseng = Health' through their senses, enjoying the unique wellness experience of a 'red ginseng spa overlooking Maisan'.8

  3. Purchase Conversion (Purchase): Visitors who directly experienced the benefits of 'red ginseng' at the spa are converted from 'tourists' to 'potential consumers.' They naturally move to the nearby 'Red Ginseng Herbal Medicine Center'.42 There, they compare and purchase products from 26 vendors 42, whose quality is guaranteed by the Governor's Quality Certification 2, thus completing the 6th industry cycle.

This flow design is a classic example of a highly calculated 6th industry model. It efficiently converts visitors from 'tourists' to 'customers' by weaving the disparate assets of tourism (Maisan) and industry (red ginseng) under the single theme of 'health' and 'healing.'


VI. Current Challenges and Future Strategies for Jinan Ginseng

This section diagnoses the severe crisis of a 'collapsing production base' hidden behind Jinan ginseng's glittering success and analyzes Jinan-gun's future strategies in response.

1. The Crisis of the Production Base: Rapid Decline in Cultivators and Area (The Core Crisis)

The most severe crisis facing the Jinan ginseng industry is the collapse of its raw material supply base—the primary industry. Data from 2023 reveals a shocking reality. In just five years, from 2018 to 2023, Jinan-gun's ginseng cultivation status plummeted as follows 9:

  • Cultivation Farms: 643 households in 2018 → 225 households in 2023 (approx. 65% decrease)

  • Cultivation Area: 389 hectares in 2018 → 161 hectares in 2023 (approx. 59% decrease)

The fact that nearly two-thirds of the production base disappeared in five years is the strongest evidence supporting the crisis diagnosis in Section 6 and the necessity of the future strategies (smart farms) in Section 7 of this report.

The reasons for this rapid collapse are complex:

  1. Price Collapse: A 'massive price drop' caused by the large-scale import of low-cost, low-quality Chinese ginseng 44 and over-cultivation in other regions 44 has accelerated the exodus of farmers. A situation arose where farmers, unable to withstand financial difficulties, resorted to 'dumping' their products at 60% of the production cost.44

  2. Consumption Slowdown: The prolonged COVID-19 pandemic led to a slowdown in ginseng consumption 45, and market demand for ginseng itself decreased due to the rapid diversification of the health-functional-food market.45

  3. Structural Problems: The aging of farmers, a chronic labor shortage in rural areas 14, and the high labor intensity unique to ginseng farming 1 have blocked new entries and encouraged existing farmers to leave.

  4. Industrial Structure Contradictions: A monopolistic market structure centered on specific large corporations (e.g., CheongKwanJang) and the failure to integrate Nonghyup (National Agricultural Cooperative Federation) brands, reflecting a lack of an overall industry control tower 45, have also weakened the bargaining power of farmers.

This clearly shows the 'Jinan Red Ginseng Paradox.' However, this success failed to translate into increased income for the primary (agricultural) industry. As a result, Jinan faces a severe contradiction of 'industrial hollowing-out,' where its primary industry base is collapsing.

This is an existential crisis that threatens the 'foundation' of the Jinan ginseng brand. The core value of the premium 'Jinan Red Ginseng' brand lies in the 'Jinan-grown raw materials' produced in the 'Jinan Highland' terroir 3, yet that very raw material is disappearing. If this trend continues, the 'Jinan Red Ginseng Research Institute' could face a situation where its brand identity completely collapses, having to inspect ginseng from other regions or imported ginseng and attach the 'Jinan' brand to it. The strong warning from a Jinan-gun council member in 9 that "the direction for fostering regional specialized industries needs to change" stems from this very concern.

2. Climate Change and Sustainability: Technological Adaptation

Along with the collapsing production base, climate change also poses a serious threat. Due to global warming 47, the main production areas for major crops like apples and ginseng are moving northward to regions like Chungbuk and Gangwon.47 Furthermore, unpredictable weather events, such as low-temperature damage from abnormal spring temperatures 48, are increasing.

In response, Jinan-gun is attempting technological adaptation. A representative example is 'eco-friendly facility cultivation.' By introducing 'rain-shelter houses' 49 using 'ginseng-specific blue-and-white shade vinyl' instead of traditional black shade cloth, the county is attempting eco-friendly cultivation that reduces high-temperature damage and decreases the frequency of pesticide application.49 Master Son Hyo-yeon's development of a patent for technology that 'suppresses high-temperature damage' 13 occurring in 'rain-shelter cultivation,' as mentioned earlier, is also part of this technological solution to climate change.

3. Innovation for the Future: 'Smart Farms' and the 'Agro-Bioindustrial Zone' (The Answer to the Crisis)

Faced with the existential crisis of a 'collapsing production base' 9, Jinan-gun is attempting a fundamental systemic overhaul, moving beyond traditional farm subsidies to 'technology-based agriculture.'

(1) Creation of the Jinan Gowon Smart Farm Complex:

This project is Jinan-gun's most concrete answer to the crisis. The core objective is to 'attract a population of young farmer entrepreneurs' 10 to replace the existing aging farmers 14, and thereby 'overcome the crisis of regional extinction'.10 The strategy's core is to lower entry barriers for young farmers by establishing the costly smart farm infrastructure through a public-led (national government) project.10 Through this, the county aims to transform labor-intensive traditional ginseng farming 1 into technology-intensive 'smart farm agriculture,' thereby improving productivity 10 and enhancing the 'Jinan brand value' by producing high-quality, standardized agricultural products.10

(2) Designation as the Jinan Red Ginseng Herbal Medicine Agro-Bioindustrial Zone:

This project, designated by Jeollabuk-do Special Self-Governing Province to be pursued for five years until 2029 50, is a project to build 'future-oriented processing and distribution' infrastructure. The goal is to lead the high-value-added red ginseng industry by further advancing and concentrating 'distribution' and 'processing facilities' 50 based on the nation's only Red Ginseng Special Zone.1

The 'Jinan Gowon Smart Farm' 10 and the 'Red Ginseng Herbal Medicine Agro-Bioindustrial Zone' 50 are complementary projects to rebuild the 'future supply chain' of the Jinan ginseng industry, responsible for 'future production' and 'future processing/distribution,' respectively. Amidst the crisis of the primary industry (farms) collapsing 9, the plan is to foster 'new farmers (young agricultural entrepreneurs)' who will stably produce high-quality raw materials (ginseng) through 'Smart Farms' (Solution 1), and to build 'advanced infrastructure' to process and distribute the raw materials produced in these smart farms into high-value-added products (red ginseng) through the 'Agro-Bioindustrial Zone' (Solution 2).

In conclusion, Jinan-gun has acknowledged that its 'Red Ginseng Special Zone 1.0' model (traditional farms + processing cluster) has hit its limit with the collapse of the primary industry.9 It is now pushing for a full paradigm shift to a 'Red Ginseng Special Zone 2.0' model (young smart farms + advanced processing zone). The success of this strategy will determine the future of Jinan ginseng.


VII. Recommendations for the Sustainability of Jinan Ginseng

This report has conducted an in-depth analysis of the history, culture, and present of Jinan ginseng in Jeollabuk-do Special Self-Governing Province. The analysis can be summarized in the following conclusions:

1. A Solid Foundation for Success:

Jinan-gun has successfully combined its unique 'highland' terroir 3 with policy support from the 'Red Ginseng Special Zone' designation 1, the scientific backing of the Jinan Red Ginseng Research Institute 6, and a powerful branding strategy with the 'Governor's Quality Certification System'.2 Through this, it has succeeded in building South Korea's premier red ginseng industry cluster, which includes a 6th industry 8 linked with Maisan.

2. The Current Core Crisis (The Great Paradox):

However, behind the glittering success of the secondary (processing) and 6th (tourism) industries lies a severe crisis of 'production base hollowing-out,' with the primary (agricultural) industry collapsing by over 60% in just five years.9 This is a grave paradox where the brand's reputation is high, but the 'Jinan-origin raw material' that forms the basis of that brand is disappearing.

3. Future Strategy and Outlook:

Jinan-gun is attempting to tackle this existential crisis head-on by 'attracting young farmer entrepreneurs' through the 'Jinan Gowon Smart Farm' 10 project. successfully rebuild the collapsed 'raw material (ginseng) production base' through new strategies like the 'Smart Farm' and the 'Agro-Bioindustrial Zone.'

Ultimately, the future of Jinan ginseng depends on whether it can successfully connect the 'assets of the past'—provided by its history and terroir—to the 'industry of the future' through technological innovation. The success or failure of this critical transition will determine the next 100 years for Jinan ginseng.
