The true comparative advantage of Punggi ginseng, as analyzed in III-2, lies in the 'physical quality' (dense texture, strong aroma, high storage stability) created by the Sobaek terroir.2 These superior physical properties make it the optimal raw material for high-quality red ginseng processing 2, which, in turn, allows for the effective preservation and extraction of its superior pharmacological components. Future marketing strategies must shift from 'content' competition to focusing on 'excellence' in processing suitability and final product quality.
IV. The Current State of the Punggi Ginseng Industry: Production, Distribution, and Economic Impact
Despite Punggi ginseng's historical reputation and quality superiority, its current industrial structure faces significant challenges.
1. Production Status: Small-Scale, High-Quality-Focused Production
Punggi ginseng has a small-scale, intensive production structure aimed at the premium market rather than mass production. As of 2021, the status of ginseng production in Yeongju City (Punggi) is as follows:4

Leading Market Change: The success of KGC Ginseng Corporation's (CheongKwanJang) stick-type red ginseng product, 'Everytime,' which became the number one seller domestically and abroad 12, shows that the global ginseng market is rapidly shifting from traditional raw roots to a processed product market based on a "Convenient Health" concept.12
Major Markets: 'Everytime' recorded $44\%$ export growth in the Chinese market year-over-year, is gaining traction in Southeast Asia as a 'fatigue recovery' item, and is expanding its market in North America by entering premium markets.12
Regional Achievement: Aligning with this trend, the '2022 Yeongju World Punggi Ginseng Expo' achieved $31.5 million in export agreements.13
This suggests that the 130+ processing companies in the Punggi region 11 must focus not on exporting raw roots, but on developing high-value-added, locally-tailored processed food products.
V. The Heart of the Regional Economy: The Yeongju Punggi Ginseng Festival and Policy Support
The core driving forces supplementing the structural weaknesses of the Punggi ginseng industry and vitalizing the local economy are the "Yeongju Punggi Ginseng Festival" and the policy support from Yeongju City.
1. Status as "Korea's Representative Health Festival"
The Yeongju Punggi Ginseng Festival is a "representative national health festival" held annually to promote the history and excellence of Punggi ginseng.14 With a long history, reaching its 26th event in 2023 15, it has been selected as an "Honorary Culture and Tourism Festival" by the Ministry of Culture, Sports and Tourism in recognition of its sustained excellence for over 10 years.14
2. Economic Effect Analysis of an Industry-Type Festival
The Punggi Ginseng Festival is not just a cultural event; it is an "industry-type festival" that serves as a core pillar of the regional economy.
Regional Economic Impact: The festival is analyzed to drive the local economy by generating over $30\text{ billion KRW}$ in sales revenue each year.14 This includes not only ginseng sales but also ripple effects across the entire local commercial sector, including lodging, food and beverage, and transportation.
Direct-to-Consumer (D2C) Channel: During the 9-day festival in 2023, ginseng "direct sales" reached $1.7\text{ billion KRW}$.11 This figure is a key solution to overcoming the limitations of the "outdated distribution structure" analyzed in IV-2. The festival is the most important marketplace where farmers can sell their products directly to consumers (D2C) without intermediate margins, allowing the "Punggi" brand premium to be fully converted into farm income.
Intangible Value: Beyond the figures of $1.7\text{ billion}$ or $30\text{ billion KRW}$, the festival has the effect of enhancing "regional brand" value, which is "difficult to quantify in monetary terms."15
3. Yeongju City's Policy Support: Trust-Based Brand Management
Yeongju City is implementing multifaceted policies to protect the brand value of Punggi ginseng and foster the industry.
Punggi Ginseng Industry Special Zone: The city is pursuing designation as a "Punggi Ginseng Industry Special Zone" to link ginseng production, processing, distribution, R&D, and tourism into a single cluster.16
High-Quality Production Support: It is fundamentally improving the quality of raw ginseng through projects supporting soil improvement, standardized cultivation management, and eco-friendly premium ginseng production.4
Sealed at Origin Quality Certification System: This is the core of Yeongju City's policy. This system, which has been in operation for 7 years since 2017 11, is a guarantee from the city itself that 100% of the ginseng sold at the festival grounds was publicly harvested in Punggi. The reason consumers visit the Punggi festival (10% market share) instead of the Geumsan market (70% share) is the powerful "trust" that they can purchase "genuine Punggi ginseng" without origin disputes 11, thanks to this "seal of origin." This policy is the most effective means of defending against the distribution structure's weakness (brand dilution) identified in IV-2.
VI. Current Challenges and Future Innovations: Proposals for the Sustainability of Punggi Ginseng
Despite its historical authenticity and solid brand, Punggi ginseng faces severe internal and external challenges that threaten the very existence of the industry.
1. Common Crises in the Ginseng Industry (Systemic Risks)
These are structural crises affecting not just Punggi, but the entire Korean ginseng industry.
Weakening Production Base: The aging of the rural population, labor shortages, and steep rises in labor costs are causing a continuous decline in ginseng cultivation area and production volume.18
Environmental Crisis (Climate Change): High-temperature phenomena in summer due to global warming are fatal to ginseng cultivation. Consequently, traditional optimal ginseng cultivation areas are gradually shrinking and moving northward.18
Strengthened Regulations (PLS): With the full implementation of the Positive List System (PLS) for pesticides, securing safe and eco-friendly cultivation technologies has become more urgent than ever.18
2. Punggi Ginseng's Chronic Dilemma: Replanting Failure (連作障害)
In addition to the common crises above, ginseng suffers from a chronic dilemma known as "replanting failure" (continuous cropping obstacle).

While Yeongju City's current smart farm support policies are somewhat focused on 'fruit crops' 21 or 'sprout ginseng' 22, policy support must be concentrated on merging this 'multi-stage cultivation technology' with 'smart farm technology' in the field of '6-year-old ginseng,' which is the core of Punggi ginseng.
VII. From a 500-Year Heritage to a 100-Year Future Industry
This report has analyzed the historical authenticity, current industrial structure, and future innovation potential of Punggi ginseng. The analysis is summarized in the following conclusions and strategic proposals.
Core Value of Punggi Ginseng: The competitiveness of Punggi ginseng lies in its historical authenticity, represented by 'Jusebung' 1, and the unrivaled physical quality (dense texture, strong aroma, high processing suitability) forged by the 'Sobaek Mountain terroir'.2 This is a point of differentiation even from other domestic ginseng regions.
Current Dual Crisis: However, Punggi ginseng faces a crisis in production—aging, climate change, and the critical replanting failure 18—and a crisis in the market, where it fails to receive its due value within the outdated, Geumsan-centric distribution structure.8

Technological Innovation (Commercializing Multi-Stage Cultivation): Immediate commercialization and expanded dissemination of the 'Ginseng Multi-Stage Cultivation Technology' 20 are necessary. This is the only technological breakthrough that can 'simultaneously' solve the four key challenges: replanting failure, climate change, PLS regulations, and labor shortage.
Just as Jusebung 'created' cultivation technology 500 years ago to relieve the people from barren land 1, 21st-century Punggi now bears the historical responsibility to once again set the future technology standard for K-Ginseng through this new innovation of 'multi-stage cultivation technology'.20 This technological innovation is the most certain way to carry Punggi ginseng's historical authenticity into the future.
